I had spent some time setting those just the way I wanted them. Took me a while to find this, but your solution fixed it quickly. I stopped all the services and I was able to run all the programs that were blocked.

I'm trying to open ElderEdit at the file path: "C:Documents and SettingsLoungeDesktopOblivion mod savegameElderEdit." It gives exactly the error mentioned in this topic.
