I was getting this problem since yesterday and within seconds of reading your article it got resolved. Booted in safe mode..went to the security properties on the C:\ allow child folder to inherit properties. My fix was the same as LizLock, I forgot that Xp AntiSpy disabled 16 bit applications, reset the setting and viola it is fixed. I tried pretty much all solutions available on the web, but still this problem can't be solved, please help.
