Windows Cannot Access The Specified Permissions
You may not have appropriate permissions. You may not have the appropriate permission to access the item this error occuring after I attached a pendrive of friend whose pc was affected by virus. All of a sudden, I couldn't run any 16-bit applications, no matter which partition it was residing on. To those who have the same prob & doesn't want to uninstall AVG, try opening AVG User Interface, go to Tools -> Advanced Settings -> Resident Shield -> Uncheck Enable Resident Hope this helps someone else.
