I've tested from another account the same way, and also cannot change passwords of unprivileged users. OR Windows 8 and later users can open Computer/This PC window and then click on Manage button present in the ribbon. What do I do? OR You can also open it by giving compmgmt.msc command in RUN dialog box or Start Search box.

I know that Password Policy need to be aplied to Computers. You can use a built-in DOS command to change your account password.
