I had some kind of a virus that wouldn't let me load any security programs. There are many answers here not sure if any work but there is a simple solution that will work for this and many other undeletable files its a small free program Windows won't even let me view their properties. My answer is therefore a valid one, though probably not the strongest or cleverest here. Check This Out

No extra tools needed. Using Robocopy to fix the problem made this extremely simple and should work just as well even if you didn't use robocopy to create the mess in the first place.
