We're using Windows 2003 Server Standard Edition SR2 as DHCP Server which used to work fine with Win 2000 and XP clients. The Windows 7 PC received an address without any problems. A support call with MS suggested that it was to do with Cisco IP tracking - which sends an ARP request.
