Also, if someone extracts the EXE for me and throws it up on the web, I cannot even download the EXE itself. 7zip I use McAfee and know how to make those exceptions there. It's still 0 bytes in size, but it's no longer reported as an issue as coming from another computer/resource. Files are visible on a card reader on my laptop. Opening exe in 7zip shows it password protected.

Flat out "denied access" as if I'm not an administrator. I have finally resolved this issue!!! Maybe because I didn't install Office with Service Pack 1 yet? Click the Apply button located in the bottom right of the zip file properties window after you have clicked the Unblock button. Both are x86 architectures.
