I got the same error that you did: Windows cannot access the specified device, path, or file. This is an upgrade from Vista Premium. The windows that open for File Explorer and Excel were hidden over to the right of the screen. Hope this solves your problem too.

I can't bring up the task manager because it says "has been disabled by administrator." Booting in Safe mode results in the same result.
