And, this is not just a PING issue - it's not being picked up by network discovery either, so the ICMP echo rules would really not be the only consideration. Both the Public folder sharing and the Media sharing items are optional for the problem we are trying to solve here where you cannot ping Vista machine by ip address or I can go to a command prompt (as Administrator) and ping the other machine using the IP address. And really, using a .255 address is really looking for trouble, even if it is in the middle of the range.
