This is Tools > Internet Options > Advanced tab, then the Reset button. check firewall settings for the http port 80,https port 443 and ftp port 21" i cant seem to find out how to check these settings.... A virus screwed this up and I had to use firefox and even that only works part of the time .

I had to reboot in Safe mode (with networking) to get IE to work in order to see this solution.
